Optional testing

How far the court goes with testing their stage configs is always up to them. They could test:

1. That the filing fees being offered on every case type/subtype and every filing code are correct (this will be easier, since FF reference codes will then indicate the amount).

2. Test that the filing fees collected using optional services are offered on the proper case types and at the correct amount.
